brothers's funding vs parent's funding

Hello

I recently got accepted to a graduate program in Canada and I am in the process of applying for a study permit in Pakistan. One of my concerns is about the source of funding. I have applied twice in the past for a study permit and have been denied both times.

My brother is currently working in Canada. My parents are not currently employed nor do they have a source of income. My parents have savings that can be demonstrated as source of funding. I can get a letter of support from either or both.

Based on the information my question is that who should I mention in my application as the source of my funding for my stay in Canada. Should I use only one or mention the other one as a supplementary source?

As i understand first you tell me reason for refusal of your previous application.
And second you can use both as well single sponcer if they full the requirements i mean full program fees plus 10000 dollars for your stay in canada plus 3000 dollars for travel expenses

What were the reasons for your previous denials?

the reasons for my previous denials were
no travel history
family ties in Canada and in home country
funds availability ( although the statement was above 3 million rupees)
VO was not satisfied that i was a bonafide student and would leave Canada at the expiration of my course
