Hello,
I am permanent resident in canada.
I want to sponsor my brother who is under 18. My parents are still alive. Am I able to sponsor him in canada. Is there any way

You can only sponsor him as a dependent of your parents. You cannot sponsor him alone.

So you will need to meet the income requirements for parent sponsorship for three years in a row, then enter the lottery and be selected, and then sponsor your parents listing your brother as a dependent. The application would need to reach IRCC before your brother turns 22 in order for him to qualify as a dependent.

So possible but only through sponsoring your parents.
