Brother and Cousin _ Sponsorship

My younger brother has moved to Saskatchewan since Sep 2019, he is having PR card. Can he provide me Sponsorship letter to me or he has to stay for a year only then he can ? Under SIPN
If yes what all documents he has to show/provide and where can he apply to provide me sponsorship letter.


My Cousin i.e. my Father's Sister's Daughter is staying in Saskatchewan since long time, she too is having PR and will be receiving her Canadian passport in a month. Can she provide me Sponsorship letter, and if yes what are the documents that I'll have to arrange to prove that she is my cousin ?

Education: Bachelor’s of Management Studies – Mumbai University. already subtitled my documents to WES. SINP 20 Points
Skilled Work Experience: Working as Recruitment Consultant / Talent Acquisition since last 5 years NOC 1223 SINP 10 Points
IELTS / LANGUAGE ABILITY CLB 7 SINP 18 Points ( just assuming minimum )

Rest SINP 20 points Sponsorship letter ( CONNECTION TO SASKATCHEWAN LABOUR MARKET & ADAPTABILITY )
