Preparing to reapply for may 2020 intake in Douglas college for PGD international supply chain mgt

please help as to what more can be done in order to get visa approved 4th time. They say
I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• Your proposed studies are not reasonable in light of: your qualifications, previous studies, missing mark sheets, academic record, level of establishment, language abilities, financial ability, and/or your future prospects and plans.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.

Suppose you are an immigration officer, and you see someone applying for the tourist visa two times and being refused, and then re-applying as a student. What does it show? Does it show the person wants to come back?

We all know the answer , the immigration officers also know that.

My suggestion is try for some other country , like Australia , UK NZ , if you have to apply and use money for applying , try to a fresh country.
