Brit married to Canadian woman - health benefits in the UK

I have a friend who is married to a Canadian woman, and have been living together in Canada for two years.

Problem is:
The Brit does not have health care in Canada, and he is having his meds paid for in the UK (heart related).
Is there a way for him to live in Canada as a visitor without having to become a PR or leave and enter every 6 months, or will they have to apply for a PR and wait for three months for OHIP? (not sure if that even covers that)
I hear they can be whiny about him incurring costs for meds in Canada, even though he is not a threat to public safety

Oh, and the current visitor's visa expires on Jan 16th. I know it says he can only be on implied status if the application to extend the stay is sent in 30 days before.

My biggest concern is, the immigration officers will not believe that he intends to leave Canada when the visa expires.. I think they just have to bite the bullet and apply for a PR and be apart for whatever time it takes to process..

As long as you file an extension at least one day before the visitor visa expires, you have implied status. It doesn't have to be 30 days.

I'm not sure why you have to be separated to apply for PR. You can apply for an extension and then file either an outland or inland sponsorship application.

Medication is not covered under OHIP or any other provincial health care program. For coverage of medication people either have private insurance through their company or one can purchase insurance from private company.

I was thinking that the Canadian government would not approve his visitors visa as he has no ties to the UK. No job, some family, but he could just stay here illegally and no one would miss him.

That is up to the rules and regulations of the UK health system.

In Canada, you must maintain residency to receive benefits of provincial health coverage. So even if a Canadian citizen travels for an extended time to another country, they will lose their health status in Canada and need to re-qualify upon returning home.
