Bringing Spouse while I am doing BBA in Canada

Hi Everyone.
I am doing a BBA at a Canadian university and arrived in Canada in September 2023 as an international student.
Now I want to bring my husband to Canada with an Open Work permit.
Can he apply for an Open Work Permit as my spouse? or he is affected by the changes that happened in January 2024.

He Is most likely affected. People on this forum have received refusals. He can try but make sure you show funds for 2 people ($26k).

Thank you very much for your kind reply. My course duration is pretty long, and before completing the program he may be unable to join me. that's pretty sad. I do not know what to do now.
