Bringing some of Spouse's goods back to Canada before Decision Made

At what point am I allowed to start bringing my wife's used goods with me to Canada duty-free after I have visited her? Do I need proof of Decision Made (and approved)? Or is it still later in the process?

I assume I could bring some of her clothes and belongings at any time as long as their value is below my personal limit.
