One of my friend was work permit and before her work permit expires she applied for bridging work permit. But she didn’t even got the ITA so is she eligible to stay in canada?

She is eligible to stay for now. But the BOWP is guaranteed to be refused and once the BOWP is refused, she will be in Canada without status.
