Bridging Open Work Permit and Express Entry

Background:

- US citizen up here on 3 yr NAFTA work permit (employer specific), laid off after 2 yrs, still have 5 months left on work permit (so 2 yrs Canada NOC A exp)

- With no job offer, and assuming max points on language test (spouse and I native English speakers, grew up in US) English side (no French knowledge), and with my USA academic credentials (MS, MBA), I score in the 415-419 range for EE (with job offer, additional 50 pts minimum as would be in NOC A or 0)

- Currently in GTA, Ontario

- Plenty of non Canada experience skilled worker

- Currently looking for work, have several offers of consulting (self employed) but can't do that under current WP


Questions about EE application:

- Will it ask for CEC vs Skilled worker? What should I choose? What if I need to move out of Canada prior to ITA (plan on being around until early fall but don’t know)?

- Do I need my Language and Academic 'official' certifications PRIOR to initial application?

- For my ECA, it appears WES is fastest.

- I get confused by what I am supposed to ask for on their 'menu'. Who cares about courses (or do they) given a US university? What should I be 'ordering'?

- I went to school A for my BS, then school B for my MBA, then several years later to school A again for my MS. School A's transcript does list school's B MBA. What exactly am I asking WES for? Just school A MS or school A in general (and get BS) or will they recognize school B on school A transcript (School A is AASCB accredited)? Do I need to ask for more than one? This is not cheap at 200 per pop.

- Is there another alternative that doesn't take 8-14 weeks to process (which is affordable)?

- For the language test, should we study? We are both well versed and English has always been the primary language (lastly, is the Queen's English vs American English tested - labour vs labor)? What do we study (links?)


Questions about BOWP: CIC states I can get BOWP if I’m “the principal applicant on an APR under the FSWC, the CEC, the FSTC, the PNC (see note below), or one of the two caregiver classes;” but it never defines APR (as in what makes it an application) and then goes on to talk about completing e-APR via EE – and the R10 completeness check.

- What is required for this R10 completeness check? Do I need an ITA first (it doesn’t look like it)?

- Do I need a nomination certificate since I would be applying under CEC or FSWC?

- I don’t see a timetable on how long BOWP takes after application – any guesses?

- Can I leave country for short visits (to USA) while waiting for BOWP?

- Net question here is when can I apply for BOWP and is it enough to have just applied for EE even if points too low? (See above, where with job offer in field, I would get additional 50 points even without LMIA).
