Breakdown co-op jobs by Ministries? Or list together and say Ontario Gov?

In my Personal History section, I have mentioned about my co-op jobs in the manner below:

Jan 2018 to Dec 2018 - Government of Ontario (Ministry of Education, Ministry of Health) - Position: Analyst/Researcher

Now my friend is telling me I have to break the above down as they are two different employers.

Jan 2018 to April 2018 - Min. of Education - Analyst
May 2018 to Dec 2018 - Min. of Health - Researcher

I am wondering if that is necessary, since the actual employer can also be said to be the Provincial Government, while the Ministries can be considered as divisions/departments/branches.
