BOWP not available for QSW applicants?!

I called CIC regarding my refused work permit and was told that BOWP doesn't exist for QSW applicants. Only provincial nominees from other provinces could have an open WP, and that the error in my application was asking for an open one instead of a LMIA-exempt closed WP.

The agent sent me this OB, but it's expired.... cic.gc.ca/english/resources/manuals/bulletins/2013/ob420A.asp

Is this true? Have any of you QSW applicants successfully received a BOWP?

I am wondering this, too. I am a QSW applicant as well, used the online wizard to extend my work permit and after putting in all my data I ended up with "Bridging Open Work Permit". I was surprised but happy, uploaded everything and submitted it. Now, after further investigation it really seems as if QSW applicants are not eligible. It is contradictory. Why would the tool ask you to submit an application for a BOWP then? This is absolutely misleading. I guess I will get a rejection letter as well.
