BOWP got approved same day as PPR

Just found out that my BOWP got approved same day as PPR. I no longer need the permit as I already got PPR. Would I still be able to cancel it and have my refund ?

I cancelled my PGWP application 3 weeks after submitting it but never received a refund. congrats for the PPR

No now you cannot cancel it.
