BOWP for PNC. Change of occupation.

Hello all,

The situation: a PNP nominee in a category "Occupation in demand", no employer restriction on the Nomination certificate was laid off due to work shortage over a year into still waiting for the decision on his PR application. Currently on a BOWP that is about to expire. Can he change occupation now, take a completely different (less qualified) job? And then apply for another BOWP?
