BOWP approved without attaching aor

Hi guys, this is just for your reference, coz i previously saw people saying VOs don't approve work permit if you don't attach AOR.

It is rumor, Visa officers will have to check GCMS notes based on operation bulletin-485, although some of which failed to do so, i even
see situations people applied with AOR attached, still rejected saying requiring AOR, so there are careless Visa officers, so it is very
important keep your application precise and organized.

Time line:
cec application sent mar.19th 2014,
work permit mailed out on mar. 21st 2014 without aor, received by cic on mar. 25th, 2014
April 14th, 2014 received AOR in email.
May 12th, 2014, received new BOWP in mail, Valid for 18 months

When I was writing explaination letter, I was planing to give a detailed explaination, then i feel that it may cause confusion to VO, or they might
not take time reading it so he will miss important point. So use one page simple letter, using phrases instead of sentence.

Just suggestions guys,
current processing time for AOR about 20 days,
paper application for work permit about 50 days.

Mine is good for 18 month.

I saw some people have it valid for 1 year,and i saw some people even received BOWP valid for 2 years.

Congrats. People have got like this earlier too. They can check your AOR based on UCI.

We did see some people get refused for not "providing evidence" of an AOR, even when they had indeed been issued one, but usually those people also tried to apply for the BOWP with more than four months remaining on their work permit. So they were given two refusal reasons; only one was correct, but one is enough.

As you said, they are instructed to check GCMS for an AOR, and there's nothing in the bulletin or any of the relevant instructions about attaching it.

A BOWP is basically just an application for an open work permit. The point of the explanation letter is simply to explain why you are eligible to apply for an open work permit - that is, you are an applicant for permanent residence who meets the requirements in OB485-A. The application forms by themselves don't really capture this information.

Of course, if the requirement of a "positive eligibility assessment" is not met when you send the application, the trick here is to pretend otherwise, expecting that the AOR will have been sent by the time they start processing it.

There is not and has never been an official requirement to attach AOR. It was just a recommendation when BOWP was NEW to avoid confusion.

At this point neither an extra letter nor the AOR is needed as attachment.

Great news for You, congrats! I was thinking to do the same thing, since I applied for PR on May13 and my work permit expires on May31. But seems like they really slow down proccesing applications and giving AOR. April applicant still didnt receive it, even those who applied more then 25 days ago. So now I dont know what to do, should I risk applying without AOR and hope that I'd receive it in 30 days at least..

Just wanted to add that I also received my BOWP having applied under similar conditions. My time line is/was:

• Applied for CEC PR March 10, 2014
• Applied for BOWP by mail without AOR March 28, 2014.
• Second IEC visa expired April 2, 2014.
• Received AOR April 4, 2014 (19 days).
• Received BOWP May 8, 2014 (41 days)

For the first time in 2014 I am not sweating with visa worries, yay! My BOWP is valid for 1 year.

Same case here! When you mailed your docs and application form for BOWP without an AOR, were you considered in an implied status?
