Hello all,
My brother who is a citizen since one year, will have a baby soon but outside Canada. according to the new law, will the baby be a citizen automatically or not? please provide a source if you can.

The OP said the child will be born outside Canada. So his brother will have to apply for proof of citizenship for child, assuming the brother didn't receive his citizenship through descent. The child will not be able to pass on citizenship to any of his children born outside Canada though.

I am assuming you mean to say that your brother has gotten his Canadian citizenship through naturalization since 1 year ago. If this is the case, he can pass his canadian citizenship to his new baby born outside Canada by descent.
