To whom it may concern:

I am a naturalized Canadian citizen and has been resided in US for years. My son Justin was born in US and has turned 16 last March and will graduate high school in 2014 and he would like to apply for universities in Canada. Some questions have crossed my mind about his eligibility.

1). Is Justin entitle to become a born Canadian citizen?
2). What type of application form is required and how do we obtain the forms.( I have a copy of the form CIT 0001 and wondering if it is the current form).
3). Once we completed filling out the form and all required documents are in order and submitted accordingly. How long will the process take?
4). If Justin has became a Canadian citizen, will he eligible for the tuition rate of the Canadian students?

Your earliest reply will be greatly appreciated.

Sincerely,
Joseph Au

1. If you were already a Canadian citizen when Justin was born, then he is one too.

2. Read the pages starting here: http://www.cic.gc.ca/english/citizenship/proof.asp And find the forms here: http://www.cic.gc.ca/english/information/applications/certif.asp

3. According to http://www.cic.gc.ca/english/information/times/canada/certif-processing.asp it takes up to 9-10 months if you are applying from outside Canada.

4. Yes, if Justin is a Canadian citizen, he will have the right to live and work in Canada, enjoy the Canadian/PR tuition rates and provincial health care.
