Border entry for un-vaccinated parents - first landing

One question is for my parents landing in early May, as per IRCC website, they are exempted from Vax requirement as they are approved immigrant doing first landing with valid COPR.
But in the Arrive Can APP, if I choose "family reunion" the APP says they are not allowed to enter without VAX proof, or valid medical exemption.
If I choose as they are "citizen or PR" the APP allow them to get in.
Which option should I do upfront, they are 70s people with conditions prevent them from getting VAX. They are in China, and usually China don't force everyone get Vax if there is a little bit concern. And I am not sure if they can produce any proof for medical exemption that will be accepted at border.
But primarily, the question is they should be allowed to enter as they are approved landing immigrant with COPR, correct? Should I go straight pick the option of "citizen and PR"

It's not family reunion. They are coming to land as PR.
