Which one is needed for CEC (EE) police check ?

BLS: BLS International Canada Services Inc. For Indian passport holder http://www.blsindia-canada.com/

OR RCMP: http://www.rcmp-grc.gc.ca/cr-cj/index-eng.htm

And what is the time period of validation on both ?

You need a police clearance for every country you have ever lived in (EXCEPT CANADA) for at least 6 months, since the age of 18.

If you have ever lived in India, then BLS is a possible source for the Indian PCC.
