Bizarre request--CPC Ottawa

Here's my story, I sent my passport to CPC Ottawa on Jan 4th. Emailed CPC, they tell me they haven't received my package so I sent them the signed delivery slip and email from DHL saying it was delivered to the CPC mailroom on Jan 4th. CPC is STILL telling me they haven't received my package.

So, did anyone called J Cesar sign for your package at CPC? I'm just trying to work out what happened to my package.
