Birth place different

My wife birth place in Passport is Peshawar and in Identity Card issued by Afghan Government show Afghanistan. The Law in Afghanistan is if a child is born outside of Afghanistan if he or she need identity card they must get it in Afghanistan from the province where they parent are from. So based on this law if child is born outside of Afghanistan her birth place shows his or her father birth place in Afghanistan. She got passport in Peshawar Pakistan from Afghan consulate and she had put her birth place in passport Peshawar because she was born there. Now I don't know what to do it show different place of birth. I went to Canada immigration board website and there was an article about how the identity card are issued in Afghanistan, it mentioned if child born outside of Afghanistan his or her place of birth will be based on his or her father birth place. This gave me some hope as CIC know the law there, but still I am worry if it will cause any problem.

Add an explanation of this to the forms. Also include proof of this: a copy of the law in Afghanistan, or some authority explaining the rule. I think you will need a better authority than just a website. But if there is something about this on an official Canadian government website, you could use it. Or get a lawyer to write something for you about this.
