Birth Certificate translation

I have a question about providing Birth certificate for PGP
1. If the Birth certificate is from India, how do I find a licensed translator in India? Please advise if anyone has tried this
2. Can we use school leaving certificate instead of Birth certificate?
3. Has anybody from Thane or Mumbai, India successfully applied for a Birth certificate online?
