The check list states that either birth certificate or baptismal cert is acceptable - if you are the primary applicant not the sponsor. Youre fine to send yours in
Just checked it. You are right, however, I believe if the applicant has the birth certificate, he must do his best to have it translated and submit it. I believe they only included that baptismal now because lots of other applicants don't have one. Birth Certificate still stands to be the best form of identification.
