While getting the birth certificate is definitely more advisable but in case you absolutely cannot get the birth certificate, Your metric certificate (mentioning your date of birth and fathers name)would do . But you need to attach a statement with your application as to why you cannot provide the certificate and that you have attached your metric certificate as an alternative to birth certificate.
It was the case for me and i attached a statement and got a letter from my consulate confirming my birth date. It worked for me as i got PER.

Sir

In Pakistan , it is very easy to get birth certificate if one has got CNIC and Passport.
It costs around Rs.3000/-(Max) to get it done , and takes 10 days.

I would advice to get "Family Registration Certificate" from NADRA Pakistan , in support of birth certificate too , as it verifies all required information by all missions / consulates and embassies.
