Biometrics: VAC closed

What is the procedure to give biometrics when a VAC is temporarily closed? (Study Permit)

If biometrics offices are closed and your borders are open you have two options. 1) Fly to another country and complete biometrics, or 2) wait until offices open but your application will be on hold until biometrics are completed.
