So when they say applications from within CA are "exempt" does that mean applications are APPROVED even without biometrics? (Of course assuming the biometrics were the only pending item and its otherwise a complete application)

The biometric part is no longer a requirement.

I have a question , is there anyone who didn't got their biometrics fees refunded back even after getting approved pgwp work permit.
It's been almost 3 months my biometrics fees haven't been refunded.

Did you do the biometrics? If not try writing them webform. When I did SP extension biometrics were refunded after 1 week of approval.
