according to CIC and base on the information on the website, any application submitted whether study, visit, work before 31 july will have to undergo biometrics again except if CIC received your application on 31 July and after
you won't have to give finger printing upon landing as you've already given biometrics but upon the expiration of your permit and applying for an extension or for PR.. you are to give biometrics again if you have submitted or process your application before 31 July

Thanks for your reply, but I think you didn't understand my question! I'm saying I already submitted my application On 10july which before 31july , when they introduced biometrics, and my study visa get approved without given biometrics , what if I land at port of entry POE, will they ask me my boundaries since I didnot give them earlier
I understood your question, you were not precise.. No they won't, its their own costly mistake except maybe if CIC are gradually changing the rules of their processing of applications
In my opinion, you might only give your biometrics when seeking for an extension to stay in Canada
But nothing is impossible regarding to CIC as these recent times they are unpredictable
