Can anyone please tell that whether the processing of our express entry file is delayed till the time we submit our biometrics or will they continue the processing with other background checks?

In order to not open another thread I'll post my question here,

My PR application is being processed actually ( November AOR)
I'll visit my relatives in Canada soon (I don't need a visa just eTA) and I wonder in case I have received my BIL, Can I book an appointement with Service Canada to give my biometric?
