Yes, it's my third time applying for a study visa.

I'm not doing an extension. I'm getting a new one after my study visa got expired.

I'm inside Canada as a visitor right now

Unfortunately you will be old when you you wait for the biometric letter to be send to you. You still have biometric valid for ten years, so, don't expect another letter. They will use the previous biometric. Just wait for the final decision.

I never gave them my biometric before..

I thought biometric was implemented in 2018?

As far as I know, you don't need to give biometric if you are doing extension but not for getting a new one?

You didn't give biometric when you applied for study permit the first time?

From the website, I read the only time we give another biometric is when we apply for Permanent Residence or when the 10 years elapsed. If you have never given biometric before at all. Wait and see if it will be updated with biometric request.
