Hi folks,
May i ask, as i became PR in 2013, which means that the presence requirement (4 out of 6 years) will likely affect my citizenship appl by causing extra delays, do you think there is any merit in submitting my citizenship application now before the new lengthier presence requirements comes into affect, in view of the citizenship processing time taking 2 years?

Since you need 3 years of physical presence in Canada to apply for citizenship, it would be pointless to apply with less than that. Even if you had time in Canada before becoming a PR (and you don't mention that you do), you can't apply without being a PR for at least two years.
