if i apply in September/Oct 2014, will I get citizenship in one year or less? Since one of the mandates of the new law which has received royal assent is to process new applications in 1 year or less.

Nothing in the new bill guarantee 1 year or less.
This is for routine application ( no Rq) provided the backlog is omitted
With citizenship applications before or after the bill remember always to
hope for the best prepare for the worst

Speed has nothing to do with new law prior to July 2015 when physical presence requirement changes and drastically reduces the eligible applicant pool. Until then its your Local Office that decides your fate whether you are routine or not. If you are in Ontario and not RQd you can be done in 5-8 months and even if RQd you may be done in 12 months. Anywhere else especially AB, SK, MB, Atlantic Canada then you will likely oath when we have a new Prime Minister after the Fall 2015 Federal Elections!

By chance do you have any estimation of Hamilton office? My case is still in Sydney . CIC received it on Sep 19 2013 and has started on Nov 26 2013.
How long do I need roughly to wait for?

I have heard that sometimes CIC expedites the applications just before the elections , so that maximum number of people could be able to vote .

Do you have any info in this regard ?

From where you got this information, if someone gets his citizenship, what is the guarantee to which party he will vote!
