Can someone help me with the best provinces to apply for as part of PNP ?

My profile as below

Working as an Oracle Apps Technical Consultant having more than 8 years of experience. My plan is to count on the provinces rather than express entry draws. Which province will have more opportunities and which one will process the applications at the earliest ?
Can you please list the provinces in order of priority ?(top to bottom)
(Please exclude Ontario for now)

If you are in Canada check the PNP-program from your province first
and its probably the easiest way.

and for some PNP you have to work and live in that province
for others you need some connections to that province like family/ friends
or attend a infomation session from the province

and than go to this link's to find more information about their PNP-programs and when they are open
