Best option to immigrate to Canada and suggestions required- Pls help

Hi guys,

One of my friend is doing his M.Tech in mechanical engineering in India. He would love to immigrate to Canada. what are the best options for him to immigrate over here.
-He previously applied for student visa b4 , but unfortunately rejected twice. will that be looked into if he applies for immigration.
-He is in a dilemma whether to apply on a FSW category, or enroll into a related PhD program. he is planning for applying next year.
-Is it also possible to apply for a specific province when applying from India.
-He also has his brother who recently became a permanent resident. will his brother's status be of any help. i mean in terms of family sponsorship program or so. !!

Please suggest. Thanks in advance... have a gr8 weekend guys..

Dear gautam.goodapati,

1. The previous ejections for visa will need o be accounted for, when applying for immigration for Canada. These will not effect the immigration application unless the rejections were on based on criminal grounds or some other serious reason.

2. Well in my opinion, starting now for the FSW 2013 under NOC 2132 may be a bit late but there is no harm in giving it a try. But whether applying for FSW or not he should definitely enroll for PhD in Canada since that will open up more options for settling there.

3. Yes it is possible to apply for Provincial nomination programs but as per my knowledge most provinces require applicants to have a valid employment offer from an employer in that province.

4. Sure! having a brother with PR in Canada will benefit in terms of points under the adaptability factor.
