Best option to bring my mother to Canada?

Hi,

My mother wants to immigrate to Canada as she is alone in her country. She has 2 siblings in Canada and a son. The son has permanent residence and wanted to sponsor her but he does not meet the criteria in regards to the wages for last year so he has to wait at least another year to do this. I don't suppose my mum's siblings can be of any help at all?
I live in the UK and have applied for immigration via the Quebec route last year. I won't be of help to my mother until some years' time and that's provided that my application has been successful anyway.

I wonder if there are any other options perhaps that I have not considered? I have heard of the Super Visa but is there anything else my mum can consider applying to?

Any suggestions would be appreciated.

If your brother doesn't meet the LICO requirement to sponsor your mother last taxation year (2013), it would mean he cannot submit application to sponsor your mother until at least Jan 2018, assuming he meets the LICO of 2014, 2015 and 2016. Your brother cannot sponsor your mother next year.

If you meant last year as in tax year 2011 where he failed the minimum, then he can apply next year in Jan 2016, if he meets 2012, 2013, 2014 LICO requirement.
