best and fastest province for skilled worker ?

I am 25 I have a bachelor of finance from U of washington in USA
- I am fluent in french and english
- I have 3 years of part-time administrative/analyst job in an agency of District of Columbia
- I have part-time job as assistant teacher in Maths and tutorial in Finance/Account subjects
I want to move to canada for studies and work and receive my pr.

So with that background which province is best for me ? and which one will be the fastest. I already know that the federal path takes a long time so that option is already canceled.

As you have mentioned, that you're fluent in French, I suggest Quebec could be the fastest.
Every province in Canada is good, although from jobs perspective, you need to dig in more to find out

how long does it take on average ?

It should take around 6 to 12 months, but sometimes could be delayed. It all depends on many factors.
But I suggest you go through "Quebec" group on this website. It may have more information regarding immigration, jobs, etc to Quebec.

6 months to 12 months for the whole thing or just quebec cause I heard that we apply twice..first for quebec and second for canada

Ok buddy....about the province i would say.... Ontario is the one ...and to a large extent Quebec would do...As you are bilingual...there are jobs in toronto which has less competition....as it is fewer french speaking people....simple data is 70% of canada lives in Ontario and Quebec....simple reason.....big cities...doesn't matter what those CIIP people say.. or someone else say...people keep moving to toronto as you have more opportunities here than the rest of the country...rest choice is yours...
