Have you looked at what immigration class you are applying for your PR under? If you apply under the skilled worker program, you are required to have some settlement funds which should last you up to 6 months if you are very careful with your money. If you are applying under some other program, you usually need a job offer.
There is a welfare system in Canada but is very meager compared to most of Europe. If you are completely destitute, you can get welfare which could be enough to rent a room but not enough to also buy food so you would have to go to soup kitchens and food banks to survive.
