CLB on its own is not valid proof. Needs a LINC certificate issued by govt sponsored LINC program.
Yes, the app will be promptly returned. Why waste your time? Get a third party test IELTS general or CELPIP ...

With just the CLB score, the application will be returned. It takes may be 2-3 weeks or sometimes more for you to receive it by snail mail.
If the new rules kick in by then (nobody know when for sure so u never know), then you will not be able to apply if you don't have the 4/6 yrs
residency. However if by any chance you have the CELPIP scores before the new 4/6 rule comes int to effect, you should be able to apply right away...
Your call.

What language level do I need when I apply for citizenship?

If you are between 18 and 54 when you apply, you must have reached the Canadian Language Benchmarks (CLB) / Niveaux de compétence linguistique canadien (NCLC) Level 4 (CLB/NCLC 4) or higher in speaking and listening.

Reaching CLB/NCLC 4 means you have “adequate knowledge” of English or French, which you need to become a Canadian citizen. We use a few ways to determine if you have reached Level 4.

If you are between 18 and 54, you must send documents that prove you can speak and listen in English or French at CLB/NCLC 4 with your citizenship application.

Learn how we measure your ability to speak and listen in English or French using CLB / NCLC.

This is what the CIC website says pl clarify your opinion.

Yes, that's correct. A CLB level of 4 is acceptable level of English.
But People have submitted a CLB score of 12 (yes it's possible) and the app has been returned!! It's the semantics here as to what proof will be accepted and not what level of language you possess. Get an IELTS general (again ppl can argue the academic version is more challenging, but that's not the point or CELPIP or any documents clearly indicating having had secondary or post secondary education in English (if English). So a CLB score report of 4 will work if accompanied by a LINC certificate stating a govt sponsored program helped u get the minimum language score... Yes most of the CIC rulea are ways off from common sense, just as with in any rules...
