Well the test is not that easy to pass. I think the Time given is the main factor. You also can't get a degree in Bachelor's if your English is not great. It is possible to go through a bachelors degree even in the US without being able to speak well. So I can see why they want to make sure the applicant can communicate in one of Canada's language.

I actually know students who are terrible in their english who will get their degree in US and at one of the top universities in the US too. The folks who do not communicate well in english....some of them are high earners because they are mostly in information analysis jobs, say like IT, etc. In other words, they have other attributes about them that make them successful economically. They are not generally in communication intensive jobs. In fact, Canada is saying its okay to be not so good in English if the applicant has other great attributes and these other attributes are demonstrated by having high points in other categories.
Canada is not differentiating the need for english ability based on the type of job (i.e. communication intensive vs not).
There are also lots of people who are bad in English who are not high earners in the US.
I agree the test is not easy to do great especially given the time limit.

however, you don't have to be a great English speaker to become economically established in Canada, may Chines working in Vancouver can't speak a word of English!!! and FSW applicants can amass many points in the other five categories such that they may only need a few marks from IELTS to reach 67

Buy a elementry level french course book and learn elementry level french which is very easy. and learn some basic sentence like, Good morning!, Hello, Hi, Thanks, My name is XYZ. It dramatically increase your chance. Tell your family member in home country to prepare a experience letter as Plumber, Generator Mechanic, Brick layer worker, construction mason type role only those special occupation which are needed by Canada but In home country to do those things you don't have to be certified or License holder. Everything will be fine. You send application with showing some french language knowledge and start learning a little bit of french.I have seen people who followed this way and got PR Visa. Visa interview consists of certain stereotype questions just like, How old are you?, Do you own a house or rent? Just learn 30-40 those questions in french try to remember those words. Also involve a good CIC representative in this type of application. Make sure while you select representative of CIC who is lawyer and member of Canada Bar Association. In that way if something goes in negative direction he will manage through some non-traditional paths like other type of Humantarian grounds or will get you a Job offer from Construction company then your score will cross 75 points. Or even if gets denied representative will file appeal for you as rep will just not be a Consultant who just advice how to fill the form! he will also be a lawyer and member of Bar association of Canada. Everything is possible. But there will be some extra service expense around 3000-4000$ overall. try to google some representative cum lawyer in toronto area. you can pay them online or even you can file your case through them and go back to your country. All correspondence will be replied by your consultant from his Canadian postal address and he will possibily get a interview waiver for you. Sit relax and watch him from anywhere in world!
