I am a dual Citizen with Canada and the UK. I am confused with the terminology Non-resident and Permanent Resident. What is the difference? Do I become a Non resident or "Foreign national" If I retire in Mexico as a resident on a retiree visa can I then use my UK citizenship to become a Foreign National in Canada. I will be using my Canadian passport for travel until I renew my UK passport.

You will only be a foreign national if you renounce your Canadian citizenship status. Otherwise you will continue to be a Canadian citizen.

You can be a non-resident from a Canadian tax perspective if you are spending most of your time outside of Canada / Canada is not your primary country of residence.

Permanent residency is something completely different. When someone first immigrates, they become a PR. They can then qualify for citizenship once they have lived in Canada a certain number of years. Since you are a citizen, you are not a PR.
