Our cousin applied Mar 31 2015 for BCPNP and has not received nomination yet (14 months!). Anyone else here with similar timeframe? He was contacted for further info - updated personal history form in March 2016, and provided all info required. His points are not high enough (450ish) for EE, so he needs to continue to apply via old route. He was too late to switch his application to EE, and so needs to proceed with old PNP paper application for PR. His IEC permit expires on Aug 4th. If he gets the PNP nomination in the next few weeks, can he immediately apply for a new work permit with a PNP work permit support letter, or does the PR application need to be at a certain stage. He will likely apply for a BOWP to try to gain some time on 'Implied' status, but is aware this will likely be declined. Any advice or input would be appreciated. His employer said they will apply for an LMIA if necessary, but this is unlikely to be granted - he is NOC 0711 ( construction project coordinator) and working in Vancouver.
