BCPNP application (mar 2015) in process - can he also apply for BCPNP EE?

Just wondering if anyone could advise - For someone who applied via old paper route BCPNP,(applied Mar 31 2015) and has not yet received the nomination, can they also now apply for a BCPNP EE - and have 2 applications running concurrently?
