BC PNP - "the employer has actively recruited locally to fill the position"

HI,

have a concern/question that some of you may be able to shed some light on.

there is one requirement mentioned "the employer has actively recruited locally to fill the position".
i am working there for more than a year.

please tell me if my employer still need to recruited locally to fill the position, if they will be promoted me to a supervisor level but not new hired for the new supervisor position?

I believe that means only that you need prove that your employer tried to fulfill the position with a Canadian (local) workforce instead of searching for an international worker (to protect local employment opportunities), however I hope that someone in the forum with more experience could share their knowledge

thanks for the reply, in this case, if they wanted to promote me to supervisor, what should they do?
