New Skilled Immigration System Helps Meet B.C’s Economic Needs


VICTORIA – The province has launched a new intake system for the Provincial Nominee Program (BC PNP) so it is aligned with British Columbia's labour market and economic development priorities.

B.C. is expected to lead the country in economic growth in 2016 and will continue to rely on immigration to support job opportunities in our growing economy. The BC Provincial Nominee Program (BC PNP) is the Province’s only direct economic immigration tool for bringing in new British Columbians to assist in filling the nearly one million job openings due to retirements and economic growth.

The BC PNP’s new Skills Immigration Registration System (SIRS) is a points-based system that gives candidates a registration score that determines whether they are invited to apply. Their score is based on a number of factors that reflect an individual’s ability to succeed in the labour market and contribute to the provincial economy such as level of education, years of direct work experience and a B.C. employment offer.

For example, B.C.’s tech sector is consistently growing faster than the overall economy. For many employers their need for talent is urgent, especially in highly specialized areas. The new registration system allows employers to access skilled labour quickly to bring highly-skilled newcomers into the Province to support continued growth in the industry.

Shirley Bond, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour:

“We need to bring high-demand skilled workers and investment-ready entrepreneurs to B.C. to continue to grow our diverse economy. We’ve heard from the businesses that are helping drive our economy to be the best in Canada. They tell us that having immigration programs be timely and efficient to bring the right people into B.C. is what they need to keep their businesses growing.

And for those skilled immigrants applying to the BC PNP, they need a transparent system that’s easy to understand and gets them working in B.C. as soon as possible. Our government believes the targeted changes we’ve made to the BC PNP will keep our economy moving forward."

Requirements include having an indeterminate job offer with a BC employer under NOC 0/A/B. This condition is relaxed ONLY if you graduated from a B.C. post-secondary institution with a master’s or doctoral degree in the natural, applied or health sciences within the last 2 years.

The following requirements are mandatory in BC PNP’s EEBC Skilled Worker category. You must:

have obtained an IRCC Express Entry profile number and a Job Seeker Validation Code that indicates you meet the criteria for one of the federal economic immigration programs subject to IRCC’s Express Entry system:
o Federal Skilled Worker Program
o Federal Skilled Trades Program
o Canadian Experience Class

have accepted a full-time, indeterminate job offer from a B.C employer in a skilled occupation as outlined in the National Occupational Classification Matrix (NOC skill level 0, A or B)

be qualified to perform the duties of the job offered to you

have a minimum of two (2) years of directly related work experience in the job offered to you

demonstrate that you are able to support yourself (and your dependants)

have, or be eligible for, legal immigration status in Canada

meet minimum language requirements

have been offered a wage that is competitive with B.C. wage rates for the occupation

It's sad to say, but the requirements for this new PNP is very high. It's also very similar to Express Entry, since you have to wait for an invitation before you can apply, if you score is lower their minimum which is quite high. Based on their scoring structure, BC strongly prefers applicants with NOC 0 job and and high salary - your salary must be at least 100k to achieve maximum score on salary section (50), or 65k to get half of it.

It's definitely aimed at the occupations listed in their future projections booklet. I got nominated last year but out of curiosity worked out my points in the new system - I would not have enough for the draw (by quite a way). Without those bonus points for the 100 listed NOC's it is tough!

Where can I find this projections booklet? They say that they are asking for 5,800 nominations this year from Federal.

Hai all senior,
I am studying 2 year diploma course in B.C, i got it my PGWP and i have full time job offer in software company(i am completed MCA in india and WES also done).My EE account now is expired.still not invitations received due to my low score ,.what is next step?.if am eligible for submitted BC PNP? Please help me.

Just a quick point. You can't use Alberta nominations in EE. The guidelines for this seem similar. If you're going to spend money check first if they are acceptable for Express Entry.

The new Bc pnp system is designed pretty well exclusively for ee. The first step in applying for the skilled stream is having a valid ee account in the cic system.

Perhaps the abbreviation was misread.

Although it's true, Alberta's PNPs are base streams.
