as I remember it was online forms asking you about IELLTS, experience and education. no documents were required! only they asked me to submit and do the payment-which I didn't -

Do you know to who "B.C. Employer" section in that page is directed to? to me as an applicant or for the employers themselves for some program they can apply for?
I mean look at the requirements:
job offer form
use of a representative form (if applicable)
employer recommendation letter
copy of the offer of employment
detailed job description
company information
copy of the certificate of incorporation
copy of the B.C. business licence
