BC PNP Declining ITA

Hello. Long time since I am back here. I am wondering if someone declines BC PNP ITA and then reapply in few months with documents get approved? Its quite new process in our company and HR is still figuring out the processes, so they need time to sign the employer forms (probably involve legal department for a review). The one other HR who had done it in the past left the company and the new folks are not very aware. Its not a small firm but a well established organization, but the candidate is concerned that if they decline their PNP will never be approved with this employer.
