BC PNP confused

Guys,

A bit confused...

can I apply on my own to BC PNP? How long will it take as a skilled worker category?

I am in the EE pool. So I am not sure If I should apply on my own as a skilled worker to BC.
And if I do, isnt a job offer mandatory? I dont have CIC, and my degree is NOT from Canada.

I guess a job offer is mandatory for candidates who have not completed post grad from Canada...
