Bank Draft For Right of Permanent Residence Fee

We ordered the fee receipt online and paid the fees of $490.00 Canadian to the Receiver General For Canada at a Canadian Credit Union, because the young fellow applying is all ready here in Canada and working. He is originally from Denmark.
When the fees were paid at the Credit Union, their payment and receipt was then sent to Regina, Saskatchewan and then forwarded on to Ottawa,Ontario and our receipt was sent to Ottawa as well for that was the return address on the envelope that came with the receipts when ordered.
Now we get an email from London United Kingdom saying that they are in receipt of our fee payment and that his application is being processed in London and his payment must be sent there for they do not accept payments made in Canada, and that we are responsible for seeking the refund ourselves from authorities in Canada.
How do we go about this process??? Can we just get a bank draft from our Credit Union and send it directly to London? Or do we have to order the fee receipt again??
And Why when he had his medical done in Saskatchewan, did they forward the results to Ottawa and then on to London, can they not do the same with the payment??
Who do we talk to in Ottawa about getting the fees back??

This whole process from the start has all really been very frustrating!!!
