Not directly, no. But if you've managed to live in Canada without having had seemingly sufficient funds they might ask you for an RQ to explain how you managed your economy.
welfare and bad credit has nothing to do with citizenship, as long as you were present in Canada and have been filling your tax then you are ok, because you will need to provide some of those tax statements.
in fact if you are a single parent your job description could be stay at home mother and CIC will still accept it.
