Background Verification Started but not Review of Eligibility

So i applied on 22nd March 2023 and gave the Biometrics on 24th March. on 29th March my Medical was updated (Which was done upfront). few days ago i checked my Application using the "IRCC Application Tracker" and it that there are 4 steps to be taken by IRCC.
1. Biometrics (Done)
2. Medical (Done)
3. Review of Eligibility (Not Started)
4. Background Verification (In progress)

my question is that normally the Eligibility must start before the Background verification but on my case why is it different. My GCKey account is the same since March 29th (After Medical) Review of eligibility not started and others same as default

Hey. We have a similar timeline. What country did you apply from. I applied from 25th March for my study permit and have been waiting too. Except my eligibility has completed but background verification is still in progress

I applied from Sri Lanka.
Your Eligibility has been completed? How do you know that? Usually they won't tell you that right?

I checked on the tracker. Eligibility went from not started to completed. Now I’m waiting for background check which has taken more than a month

I actually do know the IRCC Tracker. On my application there are 2 "In Progress" Eligibility and Background Verification.
Anyways just let me know when you get your Final Decision and I'll make sure I'll Tell it as well once I get it.

I applied after one time refusal on March 17th. Medical was updated on 23rd but still pending for background checking. Any idea why there is a delay?

Idk why background check is taking so long either

I guess there are so many theories and don’t know what to really believe

some say
1. Delay might be due to the strike IRCC had
2. Delays from home country confirming the details requested form IRCC to complete the background check
3. In my case since it was rejected once. Maybe going through the application more

have no idea what to believe as many others actually get visa’s way before us

Yeah I think being refused before does have an impact on the processing time, because I’ve been refused twice myself but I know people who applied after me that have received ppr already in within a month literally
