Background checks and MR

Dear seniors,

MR is only issued once the background checks are completed, this is what I have learnt after going through various relevant threads in this forum and same thing has been conveyed to me from my VO in reply to my email. But I have noticed that a lot of guys have got MR alongwith updated forms request,..meaning that their background checks are still on,...clear contradiction !!
Secondly, after submitting the updated forms, normally how long may the background check process take to complete. Thanks

Depends on VO. Like NDVO sends med after b/g chk while CPP-Ottawa doesn't.

But my point is different, if someone could explain. In case if MR is sent along with updated forms request and medical is done but background checks are still on. Suppose they take another eight months to finish and then you get the PPr...which will take another three to four months before security checks visa stamping is done. Thus by the time you get the PP back, your medical validity which is usually one year is over . In other words your visa gets expired !!

They renew medicals in those cases. Sometimes, they won't whereby you have to redo the meds.

Right, but still the question remains...why would VO send me MR alongwith updated forms request knowing the fact that background checks is a very lengthy process and meds dons at this stage are most likely to be expired. OR in my opinion these guys who get MR alongwith updated forms request are almost through to the background checks and only minor updating of the info is needed, so VO wants them to go ahead with the meds and send the updated forms simultaneously as there isn't much left to be checked in their cases.
Input from any senior would be appreciated.

In my case, about being in process and started reviewing (April 2012) I got MR with updated forms on Dec 2013. Then on MR submission, I got updated PCC request around Jan 3rd week 2013. After that they started b/g, cause I am sanguine as I requested status and a person called back from their Montreal (not Ottawa) call center saying my b/g started in Feb 2013 and normally it takes 2-2.5 months and dont ask status till that time. The person also said my med has been extended to Feb 2014.

Then in April on another followup this time email to CPP-O, I was told, my file is waiting for final review and decision.
Later in April, I got RPRF request and on May my PPR.

I was relaxed assuming that my b/g check has already completed when I received my MR and next step is PPR in few months time but your comments about CPP-O's b/g check and MR sequence says my b/g is also still pending. OMG.... again.. wait... wait... and ...wait.

See my timeline below and suggest me when should I expect PPR?

So what do you think, b/g check is already done in my case or not ?

Background checks are done in two stages. Stage one, where they verify your documents like education etc. These are done before medical request.

Stage two starts after medical request where they verify your criminal record.

So, apparently, your criminal checks are not yet done...

It will depend how many changes in your forms since you last sent. Generally they ask updated forms to get travel history or other info which is required for security checks.

Thanks. Meaning if there are not big changes in the forms one should get MR withing 3 months,...is that so !
Secondly I have heard that security checks are done after the meds are submitted and before issuing the PPr. So the purposes of getting updated forms before the issuance of MR is not to look into security checks but background verifications / tallying info of old and new updated forms I guess. Please correct me if I am wrong.
