Background Check vs. Determining Eligibility

Hi. I got an ITA and submitted my application in October 2018. I checked my account and its saying that they are still checking my eligibility but it also states that my background check is in progress and medicals passed. The update to the background check status is recent because before it states that it was not yet started. Is it normal for them to still be checking your eligibility and commence the background check?

Hi, did you receive your visa already? I am the same situation as yours. my status changed into eligibility check in progress last nov 8. how long does it usually take?
